Campaign finance in New York is administered by the New York State Board of Elections.

Getting on the Ballot

New York candidates reach the primary ballot by designating petition - signatures from enrolled party members collected during a fixed circulation window. Petitions for most county, town, and city offices are filed with the county board of elections (or the NYC Board of Elections in the five boroughs); statewide and multi-county filings go to the State Board of Elections. To run on a line outside the party system, you file an independent nominating petition with higher signature requirements.

New York is a fusion voting state: candidates can appear on multiple party lines simultaneously (a major party plus minor parties like Conservative or Working Families), and their votes are combined. Minor-party lines are earned through those parties' own designation processes - worth pursuing, since a second line can matter in a close race.

New York's petition requirements are famously technical - cover sheets, binding, sheet numbering, witness statements - and objections can be filed within days of filing, with challenges decided quickly. More candidates are removed from New York ballots over paperwork than almost anywhere else.
